Dear Mr. Kim (President, KARA),



We met several KARA members at the Emergency Preparedness Fair at the La Brea Tar Pits in September. I am writing now to see if KARA would like to participate with Emergency Network Los Angeles (ENLA) on a communications drill November13th. First, let me tell you a little about ENLA. Our mission is to enhance the capacity of non-profit (NGOs), community (CBOs) and faith-based organizations (FBOs), government agencies, and the private sector for preparedness, response and recovery to disasters in Los Angeles County by facilitating cooperation, communication, coordination, and collaboration. ENLA is recognized by the city and county as their point of contact for NGOs, CBOs, and FBOs during a disaster or emergency.



ENLA is participating in the state-wide Golden Guardian exercise. See http://www.ohs.ca.gov/hseep/golden_guardian/ for more information. Golden Guardian is using the same scenario as the Great ShakeOut (www.shakeout.org). One of the things ENLA will be testing is our communications. According to the 7.8 earthquake scenario, there will be no electricity on Thursday, November 13th from 10AM until 12PM. In such an emergency, ham radios will play a large role in our ability to effectively communicate with each other, and with the county’s Emergency Operations Center (EOC) (via DPSS and/or the Red Cross), etc. With that said, we are urgently need of about 10 ham operators to help maximize the effectiveness of this drill. We want to know if some KARA members would be willing to participate with us. We are on a tight deadline as you can see below, and need to know as soon as possible if you and/or some of your members would like to work with us. Our office is so close to the KARA office, we could come by and meet with you in person.



Below is a brief outline of how this will roll out over the next few days and weeks:

1) By Friday, October 31st - We must IDENTIFY any and all ham radio operators, that are going to participate in our drill;

2) By Monday, November 3rd – We must ASSIGN these operators to a participating organization’s office or venue (ideally close to where they live);

3) By Tuesday, November 11th – The ham radios must be TESTED AT THE LOCATIONS, prior to the drill (to make sure they get a good signal); and

4) On Thursday, November 13th– CONDUCT the drill itself from 10AM – 12PM.
